TL; DR
MySQL は商用であっても GPL ライセンスで利用可能。デュアルライセンス。
GPL ライセンスを選択した場合、改変したソフトウェアを頒布する場合に於いてソースコードの添付 (公開) が必要となる。（GPL ライセンス自体には商用・非商用の区別はない。）
GPL ライセンスに詳しくない (オープンソースソフトウェアの意味を理解していない) 場合には、GPL ライセンスでの商用利用 (開発・運用) は敬遠 (誤解・毛嫌い) される傾向がある。
